Russia–Pakistan 2025: Steel Mill Deal, Rail Link, and a Growing Strategic Partnership

    Pakistan and Russia have had cordial ties for years, but this time, that relationship has started taking a more concrete shape. A number of meaningful developments have signalled growing cooperation across trade, industry, and infrastructure.

    In early July, the Institute of Strategic Studies Islamabad (ISSI) held a joint dialogue in Moscow with Russia’s Institute of China and Contemporary Asia. The two sides spoke at length about how to work together in areas like energy, trade, and policy research. It followed a formal agreement signed between the institutes earlier this year, showing both countries want these conversations to continue over the long term.

     

    A Railway Link Is Coming

    According to Arab News, Russian Deputy Prime Minister Alexei Overchuk referred to Pakistan as a “natural ally” and an “important partner” in regional development. The most immediate outcome is a proposed rail connection linking Uzbekistan, Russia, and Pakistan. A pilot cargo train between the countries is already scheduled for launch this August, a move that could create direct trade corridors across Central and South Asia.

    The project carries significant economic potential. Reducing transport time, unlocking new export routes, and offering Pakistan access to northern Eurasian markets are now within practical reach.

     

    New Karachi Steel Mill in the Works

    Russia has also advanced talks with Pakistan for a new steel production facility in Karachi. A Russian technical team visited the site earlier this year, and another is expected soon. According to Russian Consul-General Andrey Fedorov, both sides are preparing the groundwork for a construction roadmap. This follows multiple discussions, including a final negotiation round in May.

    The original plant, built with Soviet help in the 1970s, shut down in 2015 after years of losses. Talks now focus on launching an entirely new plant with modern specifications, built for today’s market needs rather than reviving an obsolete model. Reported by Arab News.

    Strategic Dialogue Between Think Tanks

    In July 2025, researchers and policy experts from Pakistan and Russia came together in Moscow for a dialogue between the Institute of Strategic Studies Islamabad (ISSI) and Russia’s Institute of China and Contemporary Asia (ICCA RAS). The conversation focused on how both countries could work more closely across politics, security, and the economy, especially as the region continues to shift. According to the Press Release, both sides expressed a clear interest in building long-term cooperation across key strategic areas.

    For those observing how Pakistan is repositioning itself economically, these updates say a lot. New trade corridors with Russia, a revitalised steel industry, and state-level academic cooperation indicate Pakistan is expanding its partnerships beyond traditional allies.
